Ce chapitre porte sur les cadres juridiques et réglementaires auxquels sont soumis la chasse, le commerce et la consommation de grands singes, et s’intéresse à la manière de les appliquer à l’échelle nationale et internationale pour démanteler les activités illicites et interdire l’usage et le commerce d’animaux vivants, de parties de corps et de viande.

La première partie du chapitre passe en revue les lois nationales qui régissent la protection des espèces ; les conditions dans lesquelles les individus peuvent être prélevés du milieu naturel, élevés, détenus en captivité et transportés ; les déclarations et les permis exigés ; les amendes et les sanctions prévues ; la législation des pays mettant en œuvre leurs obligations en vertu de la Convention sur le commerce international des espèces de faune et de flore sauvages menacées d’extinction (CITES). Cette partie s’appuie sur une analyse détaillée de cette législation dans 17 pays où vivent les grands singes, réalisée par la plateforme spécialisée dans l’exploitation des données juridiques, Legal Atlas.

La seconde partie du chapitre examine les cadres juridiques qui régissent le trafic de grands singes hors de leur pays d’origine, le principal étant la CITES. Elle présente en outre d’autres organisations internationales qui ont le pouvoir (et parfois aussi les moyens) de faire respecter la loi par-delà les frontières nationales.
